Welcome to the Summer Update from RE:BEACH!

This edition of the RE:BEACH newsletter brings you the latest updates on project milestones, opportunities for community input, and highlights from our advisory groups. RE:BEACH Selected as the Official SANDAG Regional Pilot Project! 

At their June 6, 2025 meeting the SANDAG Shoreline Preservation Working Group (SPWG) selected the City of Oceanside’s RE:BEACH project as the regional pilot project. The designation fulfills a key goal identified in the 2001 SANDAG Regional Sand Retention Strategy. With this designation, SANDAG will incorporate RE:BEACH into future updates of its shoreline policy and planning documents, collaborate with the City of Oceanside during the environmental compliance process to identify impacts and mitigation for the RE:BEACH project, support the City of Oceanside with its efforts to seek construction funding, and align the implementation of SANDAG’s third phase of Regional Beach Sand Projects (RBSP III) and RE:BEACH.  To learn more click here.  

Artificial Headlands – Amenities and Integration with The Strand 

The existing amenities at Tyson Street and Wisconsin Avenue are being evaluated in the context of how the headlands can integrate with The Strand to enhance coastal access, public safety, and embody Oceanside’s community character.  Thematic design options were presented during a public webinar on June 24. You can watch a recording of the webinar and review the slides.  

We’d love your input!  Please fill out this survey to share your thoughts on the look, feel, and features of the headlands. The RE:BEACH pilot continues to refine the design of artificial headlands that will not only retain sand but also enhance public access and recreational amenities. The integration with The Strand is a key focus, ensuring that coastal protection aligns with projected community use and aesthetics.   

Sand Delivery System Feasibility Study

We’re evaluating practical options for sourcing and transporting sand to priority areas along Oceanside’s shoreline. This includes exploring offshore sediment sources, potential subsurface pipeline systems, and coordination with ongoing sediment management operations. The feasibility study is anticipated to be publicly available in late August 2025.  

Modeling and Monitoring 

Modeling  

A robust numerical modeling approach continues to evaluate the wave processes of the project components.  As an iterative process, results of this modeling will be used to refine conceptual designs and help narrow down a subset of artificial reef layouts to be incorporated into future morphological modeling. An overview of reef layouts that have been modeled is anticipated to be publicly available in late August 2025.  

Monitoring 

Baseline beach monitoring has been ongoing since 2020, thanks to monthly transect surveys by Save Oceanside Sand and their dedicated volunteers. With the newly approved Coastal Commission grant, we’re launching an expanded monitoring program to enhance our understanding of coastal dynamics. Stay tuned for updates on the instruments, observations, and insights this program will deliver.  

Advisory Groups

The project team recently convened two of the four advisory groups to gather focused input that will help shape RE:BEACH. These groups—along with the Reef and Beach Ecology Advisory Groups—will continue to meet regularly to inform project objectives, review preliminary results, and guide design decisions. 

Technical Advisory Group 
The group provided valuable feedback on the modeling framework, including refining key performance indicators, evaluating proposed modeling techniques, and ensuring early consideration of all project components in the modeling approach. 

Surf and Wave Resource Advisory Group 
The group emphasized the need for broader surf community engagement, strategies to evaluate and minimize potential negative effects near the Pier, and thoughtful data-sharing from surf monitoring tools. They also raised important points about surf etiquette, safety, and the role of lifeguards in stewarding wave resources.
