ENGAGEMENT & Outreach

RE:BEACH is a collective effort and we hear you! Throughout the development of the RE:BEACH Pilot Project, public comment and feedback has been provided through in-person and virtual engagement opportunities and online feedback forms. These responses are actively used to refine the pilot design to meet community priorities. Robust community engagement happens at every phase of the RE:BEACH pilot. During the Design Competition, public comment and feedback was provided directly to the Project Team members and Design Competitors at workshops, outreach events, and through online feedback forms. These responses refined the pilot project concepts throughout the competition. Virtual engagement moments continued from to November 2024 during the Siting Analysis, conducted to support the Oceanside City Council in making a decision on the location of the RE:BEACH Pilot Project. In 2025, project partners advanced the Artificial Headlands Design and focused engagement on the proposed headlands at Tyson Street and Wisconsin Avenue. Feedback was used to inform conceptual design, integration with existing infrastructure, and public access to restored sandy beaches.

Headland Design

On July 24, 2025, the City of Oceanside and GHD hosted an update on the RE:BEACH pilot and received community ideas on features and amenities for the headland. The partners provided an update about the RE:BEACH Oceanside pilot project timeline and provided an opportunity to share opinions and help shape the future of Oceanside's coastline through headland amenities design.

Siting Analysis

On July 16 and 18, 2024, GHD and the City of Oceanside hosted two virtual public outreach meetings to discuss the multi-criteria analysis guiding the location selection for the RE:BEACH pilot. Information about pilot and the criteria used for guiding the selection of the pilot location  were discussed along with the process for developing the site selection criteria.

Design Competition

Public Workshops

Throughout the 2023 RE:BEACH Design Competition, public comment and feedback has been provided directly to the Project Team members, Design Competitors, and through online feedback forms. These responses refined the pilot project concepts throughout the competition.

  • The first of 3-public workshop, on August 29 the RE:BEACH project teams alongside the 3-design teams shared sand retention pilot project concepts for Oceanside. Attendees had the opportunity to engage in an “Open House”, meeting each design team, asking questions directly to designers, and providing input on the concepts.

  • The second design round of the competition was about refining and tailoring solutions based on (1) feedback in the first Public Workshop and (2) increasing depth of knowledge about the particularities of sand retention in Oceanside, CA. In this round, teams have selected a 1-design concept to refine. Similar to the first Public Workshop, this workshop is NOT about ranking or selecting a design idea/concept. Instead, this session is about informing the design directions towards best design for Oceanside. We wanted to continue to bring the public into conversation with design teams, their concept and ideas, and encourage consideration around “use” and “tradeoffs” and “community fit”.

  • The final workshop enabled each design team to present a final, refined, sand retention pilot project for Oceanside’s beaches. This workshop signaled the final phase of the RE:BEACH design competition process and provide a final moment for public review of the concepts and designs.
